Colonel, Dr. Vinh Quach Tuan, has researched successfully the application of technique of implanting surgery thread into acupuncture points since 1993. In 2003, the President of Socialist Republic of VietnamMr. Luong Nguyen Duc, has awarded him the title of “the Honorable Doctor”. He is also a traditional Eastern medicine researcher, a collaborator of a number of newspapers and magazines in Vietnam, and has written more than 20 valuable medical books.

Since 2008, after retiring, Colonel, Dr. Vinh Quach Tuan has continued researching to develop the method of implanting surgery thread into acupuncture points, and established Minh Quang Center of ISA and Function Rehabilitation. This is the first medical facility in Vietnamspecialized in researching, applying the method of ISA and function rehabilitation.

With the creation ability, he has invented a lot of improvements in the implant  technique. Implanting surgery thread by injection needles has extended the list of diseases which can be treated by acupuncture. In his opinion, all diseases or function rehabilitation able to be treated by acupuncture can be cured  by ISA. About his 20,000 patient turns have been treated by this method in 2008 and 2009. He has gained a lot of perfect treatment results in applying this method, shown the precious benefit to public health, and affirmed the high role of Vietnamese traditional acupuncture as a effective treatment and function rehabilitation method in the international medicine.

Doctor Vinh, Quach Tuan has become a special phenomenon of the Vietnam’s media. In 2008, the Vietnam national radio named Voice of Vietnam introduced Dr. Vinh, Quach Tuan in the program "Creative Ideas”.  Press calls him "The doctor of thread implant”  and " The doctor  with golden hands”. On August 16, 2009, at the Hanoi Opera House, the Minister of the Ministry of Health, Mr. Trieu Nguyen Quoc has awarded his medical center  the Golden Cup of the Vietnam General Association of medicine and pharmacy named "For the health of Vietnamese 2009”.

Inheriting and developing the method of ISA, Doctor Vinh Quach Tuan has successfully researched the use of one-use injection needles in his method.
 
Compared with the same Chinese technique, his technique using one-use injection needles has a lot of advantages, contributing the great effect in disease treatment and function rehabilitation. The  most important improvement is to make the surgery thread implant simpler, and easy to apply. It also causes less painfulness for patients than the classic technical, therefore, extend the application scope of this unique treatment method.  This method can be applied in disease prevention, treatment and function rehabilitation for all diseases which acupuncture can be applied.
By his golden hands and mind, he has helped patients with serious diseases, even when surgery was considered as the unique method to settle, to recovery their good health without surgery.

The O2 TV Channel of the Vietnamese national television named Vietnam Television interviewed his typical patient, Ms. Duc  Le Thuy, born in 1938 and living at 70 Nguyen Cong Hoan Street, Hanoi. In 2008,  Ms. Duc had cataract leading to decreased vision, which could only be treated by surgery. However, after only some times of treatment by ISA, the vision of the patient recovered significantly (the left eye’s vision increased from the tenth to seven tenths and right eye’s increased from five tenths to eight tenths). The patient is now able to read newspapers, or knit without glasses. She is very happy because of not being operated. In 2009, she also had haematuria. A few hours  after being treated by Dr. Vinh’s method, Ms. Duc significantly recovered. This patient also has a lot of other diseases such as diabetes, hypertension, fat metabolism disorders, and endocrine disorders after ovarian surgery for several years ago. All these diseases have been treated by Dr. Vinh Quach Tuan by using the method of ISA and had good improvements.
